A Sigalei success story
The client
A sector that is expected to generate in 2020 the equivalent of the GDP of a small country and that generates 165,000 direct jobs. With around 500 member companies that are expected to bill BRL 110 billion this year, Sindipeças (National Syndicate of the Automotive Vehicle Components Industry) and Abipeças (Brazilian Association of the Auto Parts Industry) bring together players from the automotive chain, a sector with high sensitivity to government policies, given the fact that Brazil is one of the countries with the greatest regulatory tradition in the world.
Therefore, it is necessary to identify the movements both in the Legislative and in the Executive, so that the sector can anticipate and place itself at the discussion table, mitigating risks and identifying opportunities.
On the automotive sector's agenda, there are institutional issues and flags such as effective regulation, improving the business environment, and less bureaucracy.
But how to make these objectives tangible to decision-makers in the public sphere and build an efficient action strategy?
The problem
Because it represents different companies, of varying sizes, the agenda of Sindipeças and Abipeças is quite comprehensive. Issues such as labor and tax issues are highly relevant to the sector, even more so in a challenging year like 2020.
The Sindipeças team has a lean team that monitors legislative propositions and acts of the Executive that can impact the sector.
However, which projects to look at more closely? Which ones are moving faster (an important indicator of approval)? Who are the main stakeholders?
In some cases, these questions can even be answered off the cuff due to the experience and intuition of those who have been following the decision-making processes for years.
However, it is possible that these answers are not backed by data and can reveal a bias in looking, missing out on propositions that would be relevant or spending too much action energy on issues that, in the end, would not have much impact, generating an unfavorable trade-off to the main objectives of the sector.
Mobilizing the internal team, which already has a tight schedule, to map and curate these projects could lead to the paralysis of actions, since adjusting an ongoing process in such a dynamic area of action is like changing the tires of a moving car at high speed.
The result would be a lot of human capital used and, in the end, little subsidy for the decision, bearing in mind that the scenario could change while the diagnosis is made.
In order to have a timely vision and greater accuracy, it was necessary to oil the partnership with a specialized team with the routine and dynamics of decision-making processes in the Executive, Congress, and Legislative Assemblies throughout the country.
The solution
In March 2020, Sigalei's Operational Management work was initiated together with Sindipeças and Abipeças, a solution aimed at organizations that need a closer look at what is happening in the Legislative and Executive branches.
One of the questions driving Operational Management is: what does your organization need to know right now?
Thus, the work begins by mapping, based on the company's or institution's agenda, what the topics of greatest interest are, transforming them into smart alerts.
It is necessary to make specific cuts according to the objectives and the area of operation. For example, between March and May 2020, 4,558 items, such as Bills, Constitutional Amendments, and Provisional Measures, linked to the Covid theme, were captured.
After analyzing the data, it was observed that only 230 items (5% of the total) were relevant to the sector. In other words, they became information that could indeed cause an impact or represent an opportunity.
The Sigalei team, in periodic meetings with the team from Sindipeças and Abipeças, became an external arm of the Institutional and Governmental Relations teams, monitoring a large amount of data and generating information and insights that support the performance of IGR professionals in these organizations.
The deliveries
Operational Management identified, together with the client, 8 major topics of interest for the sector:
- Environmental
- Foreign Trade
- Covid-19
- R&D
- Political and Institutional Environment
- Regulatory
- Labor
- Tax
Based on these themes, radars were created that generate alerts for the team at Sindipeças and Abipeças about which propositions are the most relevant, which would have the greatest impact and how the processing speed is progressing, among other points.
Every week, a report containing this consolidated information is sent.
At the end of the month, another report is sent detailing the main movements identified in each of the chosen topics.
In September, for example, 31 projects whose origins were the Chamber of Deputies, the National Congress, the Senate, or the Legislative Assembly of São Paulo, were more closely observed, distributed as follows:

From the propositions observed with this magnifying glass, it was identified that:
- 8 propositions present opportunities
- 1 proposition presents a risk
Opportunities and risks are detailed in the reports, which also bring a series of insights and recommendations to assist in the process of action of IGR professionals and which, obviously, cannot be scrutinized further in this case because they are confidential and strategic.
