The Sigalei-ESPM Award is an initiative in partnership with the Governmental Relations Minor from the Escola Superior de Propaganda e Marketing (ESPM) that takes place annually since 2019 and aims to encourage young talent in the institutional and governmental relations market.
To support the practical training of the students and so that aspiring lobbyist students have contact with a tool that supports the daily routine of GR professionals in the use of data for analysis and efficient monitoring of bills, acts in the official gazette of the union, parliamentarians, and other stakeholders, Sigalei provides its Political and Stakeholder Monitoring platform for students to develop their final course projects using technology to transform data into political knowledge.
Sigalei Award 2021 - 6th Edition
At the end of the 2nd semester of 2021, the challenge of this edition of the Sigalei-ESPM Award was to use Sigalei's platform to support the analysis of a bill chosen by the group, understand the context of the theme, and map the stakeholders involved, verifying the degree of their influences and interests.
The two winning groups developed their projects presenting a survey of the context of the theme in the Political Scenario, showed and analyzed the processing of the chosen bill, analyzed the stakeholders, and, finally, concluded with the perspectives of advancement and approval of the proposition.

Environmental Licensing
The 1st place winners evaluated Bill 3729/2004, presented in the Chamber by Deputy Luciano Zica (PT/SP). The bill proposes new rules for environmental licensing and is seen by some sectors as promising due to the flexibilization of norms, but, on the other hand, some groups foresee negative impacts on environmental preservation and indigenous communities. Bill 3729/2004 was approved in the Chamber in May/2021 and the text is awaiting review and approval by the Senate, being one of the agendas that should resume processing upon the return of the legislative recess.

LGBTQIA+ Discrimination
In 2nd place was the group that evaluated Bill 860/2019, authored by Senator Alessandro Vieira (CIDADANIA/SE), which amends the Caó Law (Law No. 7,716/89) to define and punish crimes resulting from intolerance, discrimination or prejudice based on sex, sexual orientation, and gender identity. This bill continues to be discussed in the Senate, where it will be debated and voted on in the Human Rights Committees (CDH), moving on to the CCJ, for a final decision.
