Question of Science Institute
Understand how Sigalei has been helping clients to have a more strategic performance in GovRel by capturing and organizing the most relevant information in the area of Science & Technology
1. THE CLIENT
The Question of Science Institute is a non-economic, non-profit, non-partisan, or non-religious association. It is the first institute in the country aimed at defending the use of scientific evidence in public policies. Its launch occurred on November 22, 2018, and had the participation of great scientists.
The primary function of the Institute is to bring science to the great national and global dialogues surrounding the formulation of public policies, under the understanding that Science and technology form the foundations of contemporary life and that, for this very reason, issues of science play a crucial role in the responsible allocation of public or private resources.
The IQC has three action fronts: Science Education, Science Journalism, and Science Advocacy.
Its president is the biologist Natalia Pasternak, graduated from the Institute of Biosciences of the University of São Paulo (IB-USP) and with a post-doctorate in Microbiology, in the area of Molecular Genetics of Bacteria by the Institute of Biomedical Sciences of the same university (ICB-USP). 2. THE CHALLENGE
Based on Science & Technology organizations in the United States and the United Kingdom, the IQC aims to be a think tank capable of producing its own content to guide society, but also to lead strategies and effective actions in public policies of the area with the most relevant stakeholders, especially in the Three Powers, becoming a relevant interlocutor in public debates.
With these objectives, the institute needed to monitor data and information from several sources: official gazettes of the Union and the States, processing in the Legislative Branch, and monitoring news in the Press and publications on social networks.
However, the IQC did not have the technological structure and human resources to carry out this monitoring. In the beginning, this work was done directly by the Executive Director of the Institute, Paulo Almeida, without any specific software.
3. THE SOLUTION
In the first semester of 2022, the IQC contracted the Sigalei 360 monitoring platform.
Sigalei configured the monitoring platform with the most appropriate filters so that the Institute could capture the most relevant information and sent reports via email.
Later on, the IQC decided to contract Sigalei's Services. With this upgrade, all monitoring work started to be done by the Sigalei team, which refines the keywords, organizes the platform for customer consultation, and analyzes the most relevant information.
Sigalei also generates daily analyzes with the main political-regulatory movements organized by priority order, and sends alerts via WhatsApp.

4. THE RESULTS
With Sigalei's services, the institute has already been using the information punctually as insights for the production of content and articles for the IQC magazine.
The information organized on the platform is also supporting the work of the Observatory of Scientific Policies, created and operated with the support of the Serrapilheira Institute – the initiative aims to disseminate knowledge about GovRel in the sector.
Sigalei's work has also been contributing so that the Institute can anticipate society's movements in the public debate of Science & Technology, guiding the press.
In a more strategic sphere, the IQC has been using information for more assertive actions to defend its points of view in the appropriate instances.

“Sigalei provided structure, speed, and organization. Before, we tried to map what was most relevant, but with no capacity at all to do a more structured follow-up. We need to have concrete subsidies, to have organized, detailed information, stratified in our subjects of interest, including to understand how subjects move in the Executive and Legislative, mainly, having information on who are the people who make decisions and what elements they take into account for decision-making.
There is a team at Sigalei that has a robust academic background, which understands how the process works within the university.
There is an intelligence work, on the part of Sigalei, to help us shape the capture terminology so that we get exactly what we want. Sigalei helps us considering which terms are too broad, recommending how we combine them with other terms and excluding others so that we reach a cleaner result. They are helping me to do something I couldn't do due to lack of time, which is exactly this fine-tune. In this sense, Sigalei has been fundamental and is helping us to think strategically.
It is super relevant to become aware of the information as soon as it happens. Primarily because of the importance of the subjects. We were receiving daily by e-mail and, with the additional service we hired, we started receiving by WhatsApp. The Sigalei team makes a selection of what is most relevant.
By knowing these things daily, we begin to have more idea of the dynamics. Which subjects revolve more or less in the National Congress, which subjects have an impact on social networks. We also receive a mapping of Twitter and news. So, this has been quite useful because we manage to catch some subjects before everyone else. That is, before it becomes a more relevant public discussion, we are already guided and eventually we even have a position on the subject. This happened, for example, on the topic of Cannabinoids. We were ready when the subject started to appear in the press.”
*Paulo Almeida is a Bachelor and Master in Psychology from USP, Bachelor in Law from the Franca Law School, has a Specialization in Project Management from the Vanzolini Foundation, and is a Doctoral Student at FEA/USP. Has experience with Human Resources, worked as a Tax Consultant at PwC Brazil, and has worked with Public Policies at USP since 2014. 1️⃣ Daily Sigalei Intelligence
Every day our team will access your Sigalei, aiming to select the most important information captured by our Artificial Intelligence. From the moment the information is selected, you will receive automatic alerts in case these propositions are processed. For information that the Sigalei specialist team considers very relevant, communication is made via WhatsApp.
Prioritization and analysis are based on the parameters that clients provide to our team of specialists in our onboarding process, as well as in the periodic interactions we carry out.
2️⃣ Weekly Report based on your Sigalei data
Every Monday, we send a descriptive summary, bringing the main information, as well as a synthetic analysis from our team of specialists.
This report is composed of:
A) Highlights of the Week:
A1) Legislative: Propositions to keep an eye on (we analyze the amount of processing, impact classification, and main processing), relevant processing of propositions, and main propositions on the agenda of Committees and/or federal plenary.
A2) Executive: Main acts published in the week, topics most impacted by the acts, and the main publishing bodies
A3) Media: Most related themes in the news of the week and highlight for the main mentioned terms
A4) Social Networks (Twitter) Most related themes in the posts of the week and highlight for the main mentioned terms
B) Stakeholders: Indicates Stakeholders who acted on the theme over the report week.
C) Temperature of the themes: Panoramic view of the temperature of the themes in the legislative arena, in the media, and on social networks (Twitter)
D) Overview of the themes: New captures and processing segmented by themes, each proposition has the link to Sigalei and tags used to identify the subject of the proposition.
3️⃣ Monthly Report
Every beginning of the month (until the 10th) we send a report bringing a summary of what happened in the month. The report is composed of the following information:
A) An analysis from our team of specialists,
B) Information about the quantity of propositions by theme of interest of the institution and status of the propositions,
C) Highlights. Propositions that represent opportunities (propositions classified with High Impact + Favorable Position), risk (propositions classified with High Impact + Against Position), and propositions approved and archived in the month
Note: The monthly report can be customized, based on the data that is in Sigalei, for more specific clippings that meet the demands of the GovRel teams.
