See how the NGO Data Privacy Brasil used the Sigalei API to develop the project "Privacy and data protection in the National Congress"
Data Privacy Brasil unites two organizations around teaching and research on privacy and data. Data Privacy Brasil Ensino was founded in 2018 as a space to disseminate and innovate knowledge about privacy and data protection in the country. The Data Privacy Brasil Research Association, on the other hand, is a non-profit organization created with a focus on research and advocacy.
While professionals and academics from various fields debate the needs, opportunities, and challenges for privacy and data protection in Brazil, Data Privacy asked itself: does the same debate occur in the law-making process?
It was from the need to understand the political scenario surrounding the theme of privacy and data protection that the project "Privacy and data protection in the National Congress" was launched in August/2021, an initiative by Data Privacy to map and monitor legislative proposals addressing the topic at the federal level. The need to monitor legislative proposals easily, automatically, and generate custom analyses
Right at the beginning of the institution's activities, before becoming a non-profit Association, they understood that it was important to follow the activities of Congress, since this is one of the most active discussion forums on privacy and data protection, even more so after the General Data Protection Law (LGPD).
Following the presentation and progress of bills was seen as relevant for research and also to guide advocacy. On the other hand, they did not have a team dedicated to this type of monitoring and were looking for solutions to facilitate this work and bring intelligence to these data.
Sigalei as a solution to understand the political scenario on privacy and data protection
The platform for Political Monitoring had already been used in research developed by Data Privacy Director, Bruno Bioni. Based on this previous experience, Sigalei seemed to fit perfectly into the project's needs, especially with the more recent solution of the Sigalei API, because from the beginning one of the objectives was to also be able to facilitate the presentation of data to the external public, and not just the curation work of the Data Privacy Brasil team. Thus, they saw Sigalei as the best known and most suitable company for these goals.
The project construction was long due to the development of a proprietary classification methodology and internal decisions on the visual presentation of the data, but once this phase was overcome, the implementation of the API was very fast and without any hitches. The company hired to program the page worked together with the Sigalei team without any difficulty in the process and considered Sigalei's documentation and support sufficient to put the API into practice and generate the desired analyses and visualizations.
Cross-referencing, analyses, and custom data visualization
Through the Sigalei API, the project had the possibility of keeping the charts and tables on the project page constantly updated, without the need to manually alter them, which, besides facilitating the team's work, also offers an always current view of the data.

The greatest gain and differential of having the Sigalei API in the project was the effective possibility of making the own database of bills curated by Data Privacy available to any researcher, journalist, or professional who wishes to explore the set of bills or even download the material to conduct their own research and analysis.

Transformation of the monitoring and analysis routine
The Sigalei API solution transformed the routine of monitoring, analysis, and custom report generation, making viable a project that shares studies and knowledge about a topic that is of general interest and affects the whole society, Mariana Rielli, General Coordinator of Projects at Data Privacy, highlighted the advantages:
The day-to-day work is facilitated by internal tools and by concentrating everything in a single tool. Today all our monitoring takes place through Sigalei and the radars greatly optimize the work and time spent, allowing us to be always updated and even alerting us to initiatives or updates that we could miss with more traditional monitoring mechanisms. Furthermore, the results of the research and presentation of the data also became much more sophisticated than they would be without Sigalei and the API.
By combining data, technology, and politics, Data Privacy Brasil stays alert on updates, trends, and movements in Congress, which helps to outline strategies and responses, both the fastest ones and other long-term ones. These data are very important from a research point of view, including historical, because they allow a global and comprehensive look at the normative production related to privacy and data protection, but also looking at the present and future, as the optimization of data use is essential for a relatively small organization to perform its work and advocacy with speed and quality.
